Acknowledged receipt of five proposals from private companies who would be interested in managing the airport. The board members will review these packages over the next month. One of them is from American Airports Corp. of Santa Monica, Calif. That corporation's goals are rehabilitation and upgrades of structures, development of vacant or underutilized land, and promotion of aviation and aviation services. The others are Johnson Aviation Co. Inc., Elyria, Ohio; Washington Group International, Cambridge, Mass.; AvPorts, Teterboro, N.J.; and TBI Airport Management, Atlanta. The Youngstown-Warren facility's main runway is 9,003 feet, and its secondary runway is 5,002 feet. There are 1,400 acres. The proposals were sought in April.
Discussed progress on the airport's master plan, which involves a review of inventory, an aviation forecast, evaluation of sanitary sewer and water lines for repairs, plus a perimeter security fence. Work on that $250,000, 11-foot-high, 4,950-foot fence -- topped by barbed wire -- is to begin in August.
Approved a $400,000 grant application to the Federal Aviation Administration to pay for the fence and other items in the master plan, including $143,580 for the consulting firm for the plan, R.W. Armstrong, Cleveland.
Heard Col. Timothy Thomson, Youngstown Air Reserve Station commander, discuss improvements coming to the base: night vision lighting for the runway and more aerial spraying equipment for the aircraft there. He said the night lighting will not lead to increased night activity at the air base.
