Capital project proposed

COLUMBUS -- A Republican state representative from Warren is sponsoring a proposed constitutional amendment that would reauthorize the State Capital Improvement Program for another 10 years.
State Rep. Randy Law, R-Warren, is the prime sponsor of the measure that would authorize the state to use its general revenues as debt support.
The program, which was created in 1987 and renewed by constitutional amendment in 1995, can issue up to $120 million in bonds each year, according to background information supplied by Law.
The measure, if approved by three-fifths of each legislative chamber, would be placed before voters statewide this November.
To apply for State Capital Improvement Program funds, local governments must apply to one of 19 District Public Works Integrating Committees throughout the state.
The committees consist of local officials that rank applications based on a project's strategic importance to the district. The committees emphasize repair of infrastructure rather than new construction, according to the background information.
The proposed constitutional amendment remains pending in the Ohio House.
