Girard city clerk resigns

The clerk resigned after failing to file paperwork to put a levy on the May ballot.
GIRARD - The clerk of Girard City Council has resigned, a week after it was discovered that a tax was not placed on the May ballot because she did not file it with the Trumbull County Board of Elections.
Pam Mayoras resigned by a letter submitted Friday. It was read at a council employee welfare committee meeting Saturday.
The letter did not mention the tax incident and said she was quitting immediately because of a conflict with another job.
Renny Palone, the council president who was at the meeting, said they will take applications for a new clerk for a month. The committee also discussed new procedures so that the problem would not occur again.
Though city ordinances clearly list the clerk as the person responsible for making sure tax measures are filed to get on the ballot, recent practice had others doing it. And while a lot of the blame has fallen on Mayoras, Palone called the situation "gray."
"She's never gone to file a levy," Palone said. "Everybody's wrong, but no one is wrong. Everyone thought everyone else had handled it."
The council still needs to decide how to get the measure, a 0.25 percent income tax to fund fire and police activities, on a later ballot.
