Defendant arrested twice within two months



He was granted an emergency jail release Nov. 1 but isn't so lucky this time.

YOUNGSTOWN -- Ten hours after arraignment on drug and gun charges, D'Andre L. Parker was arrested on drug and gun charges.
Parker, 19, whose police and court records show addresses all over the city, was arraigned at 9 a.m. Tuesday in Mahoning County Common Pleas Court on charges of possession of cocaine and having a weapon under disability, which means a prior conviction prohibits him from possessing a weapon. The charges stem from an Oct. 29 arrest; bond was set at $75,000 in Youngstown Municipal Court on Nov. 1. A grand jury indicted him on the charges Dec. 8, and the case is assigned to common pleas Judge Jack Durkin, records show.
With the Mahoning County jail trying to hold its inmate population at 296, Parker was granted an emergency release Nov. 1. Such releases do not require that whatever bond has been set be posted.
Parker was arrested at 7 p.m. Tuesday on the South Side, 10 hours after his arraignment in common pleas court.
He was arraigned Wednesday in municipal court on charges of aggravated trafficking in crack cocaine, carrying a concealed weapon, having a weapon under disability, possession of marijuana and possession of dangerous drugs. Judge Elizabeth A. Kobly set bond at $80,000 and a preliminary hearing for Wednesday.
Judge Kobly ordered that the sheriff not release Parker without the bond being posted. As of Wednesday afternoon, Parker was still in jail.
Situation on South Side
In response to a series of armed holdups on the South Side, Patrolmen Randall Miller, Josh Kelly and Chad Zubal were working a special robbery detail on South Avenue on Tuesday evening. The prime holdup suspects are three black men in their late teens or early 20s. They usually cover their faces, mostly with Halloween or ski masks.
When Miller, Kelly and Zubal spotted three young men walking across South Avenue, they noticed one holding his right side with his right elbow, consistent with someone carrying a gun. The three men headed toward a car but, after seeing the officers' cruiser, went into a convenience store near Hilton Avenue.
The officers watched as the three men left the store and headed toward the car again and walked away from it again when they saw the cruiser. The officers stopped the men on Hilton for a field interview.
During a pat-down search of Parker, police said they found a loaded .357 revolver in his waistband. Five bags of crack, a bag of marijuana and 32 pills were found in Parker's jacket, reports show.
Parker had $452 in his pants pockets, police said.
His companions, an adult and a juvenile, were released at the scene.
