59 city streets to get new surfaces

YOUNGSTOWN -- The city will spend more than $1 million to resurface 59 streets, with an emphasis on those in Youngstown's residential neighborhoods.
Carmen Conglose Jr., the deputy director of the city's public works department, said he and his staff worked closely with the seven members of city council to determine which streets would be included on the list.
"All members of council expressed a desire to concentrate on the neighborhoods," he said. "In the past, the need was the city's main arteries. Now the need is stronger in the neighborhoods."
The seven wards received about the same amount of money for resurfacing, approximately $153,500 each.
The 59 streets are equivalent to 33 lane miles, Conglose said. A lane mile is 1 mile long and 12 feet wide, he said.
The city will open proposals for the work on May 4, and is expected to award a contract during the second week of May, Conglose said.
Construction is to begin no later than June 15, and the project should take 75 days to complete, he said.
Funding
The city will use $750,000 of its federal Community Development Block Grant funds and $450,000 from money it collects from a $5 vehicle license fee to pay for the resurfacing program.
The streets will cost about $1,075,000 to resurface, and $85,000 will go toward professional services such as inspecting the work and testing the materials, Conglose said.
The city had $40,000 in the budget to pay a portion of a local match for resurfacing work to be done on state routes in Youngstown by the Ohio Department of Transportation, Conglose said.
But the Eastgate Regional Council of Governments agreed to pay the entire local share of the job, he said.
The $40,000 will be kept in reserve for the city resurfacing program just in case it's need for cost overruns, Conglose said. He said the city's estimate has been pretty much on target during the last five resurfacing programs.
ODOT will open proposals for its resurfacing work in Youngstown on May 25. The state project is estimated to cost $1 million.
The ODOT resurfacing project in Youngstown will include:
UArden Boulevard from Midlothian Boulevard to Canfield Road.
UCanfield Road from Arden Boulevard to Glenwood Avenue.
UGlenwood Avenue from Canfield Road to Indianola Avenue.
UMarket Street from Indianola Avenue to Williamson Avenue.
