Awarded a contract to low bidder Cleveland Asphalt of Bessemer to pave South Range Road. The company will do the job for $37.95 per ton of asphalt. South Range will be paved between Brungard and Columbiana roads.
Agreed to buy an International GVW truck through state cooperative bidding for $53,918. The same cab and chassis would have cost $90,136 if bought independently, Road Superintendent Rich Kennedy said. The truck's price will come to $89,848 once it is fitted with plows and other equipment. Trustee Shirley Heck abstained from the motion because officials were not certain how much the township will receive from sale of the old truck. The proceeds, estimated at $25,000, will be used toward buying the new truck. But Heck said if the actual selling price is lower, the difference will have to come from the township general fund. The truck will be delivered in August.
Heard from Jim Petuch, new director of Mahoning County's Green Team, that the county must increase its recycling rate from 9.5 percent to 25 percent in three years. He said the township's two recycling locations can accept more types of plastics and expects to accept plastic bags soon.
Heard from Mary Smith, director of the Solid Waste Program for the Mahoning County General Health District, that House Bill 432 rescinds the $3,000 license application fee for disposal of construction and demolition debris. It institutes instead a 60 cent per ton charge on construction and demolition waste dumped at landfills. Smith said trustees can request and receive up to 8 cents of that amount for such debris dumped at Waste Management's landfill in the township. Trustees passed a resolution requesting their 8 cents per ton.
Announced that The Ohio Civil Rights Commission has dismissed a complaint by former Township Recycling Coordinator Walter McKinney. McKinney had claimed he lost his job as a result of a disability -- a foot problem, which he said was a violation of the Americans with Disabilities Act. McKinney is Heck's brother. He was hired May 12, 2004, with Heck and Trustee Jim Holleran voting for his hiring and Trustee Reed Metzka voting against. Metzka objected at the time to the fact that McKinney was on disability. Metzka also questioned whether Heck could legally vote on her brother's hiring. The original motion to hire was then rescinded and a new motion introduced to hire McKinney. This time Heck abstained, and Metzka refused to second the motion, effectively leaving McKinney without a job.
