ROAD PROJECT Part of intersection move will be finished this year

HOWLAND -- Construction on the relocation of the Raglan Road/state Route 46 intersection is expected to be completed this year, with paving and cul-de-sacs to be finished next year.
The $1.2 million project was suspended earlier this year because the Ohio Department of Transportation had to find a stream to repair or protect to make up for one that will be damaged during the project.
What project involves
The project had been scheduled for completion this fall and involves repaving Route 46 and adding a center turn lane between North River and King Graves roads. The intersection also will be moved south, creating a four-way intersection with King Graves.
Because the project will place the new Raglan over an unnamed tributary of Mosquito Creek, ODOT had to find another stream to replace it to comply with Army Corps of Engineers and Environmental Protection Agency regulations.
Those regulations require restoration or preservation of one stream to make up for destruction of another.

Paula Putnam, an ODOT spokeswoman, said the contractor and ODOT representatives are to meet Monday to establish a new construction schedule.
ODOT's intention is to reopen the Raglan intersection, complete traffic signals at the intersection and address the wetlands issue this year.
That would leave paving and cul-de-sacs to be completed next year.
Dams
ODOT plans to remove the North River Road dam. The Lover's Lane dam will be reworked to enhance the flow of the river while still protecting the fish habitat.
Dam removal is expected to begin in June 2005 and should take about a month to finish.
ODOT is working with property owners, Ohio EPA, Ohio Department of Natural Resources and Warren and Trumbull County flood plain administrators to conduct studies in compliance with national environmental policies.
