Accepted the resignation of Clarence Boles, former 6th Ward council member, and removed his wife as a council aide. Boles resigned two weeks ago after it was revealed he had felony convictions and is ineligible to hold public office. Boles was not at Wednesday's meeting.
Approved hiring a liaison between the administration and the downtown arena developer. The city will pay up to $35,000 to Lee Esckilsen, who operates Entertainment and Sports Consulting based in Providence, R.I. Esckilsen's job is to monitor the 5,500-seat, $40 million arena project from construction to opening. The contract will pay Esckilsen $150 per hour plus reimburse expenses include airline tickets, rental cars, gas, hotel rooms and meals.
Expressed council's intent to provide funds of up to $10,000 with the school board to study sites and the viability of a central high school stadium.
Set 4-6 p.m. Oct. 31 as Halloween trick-or-treat hours in the city.
Authorized the board of control to waive building permit, water tap-in and other fees for nine properties to be built or renovated by the North Side Citizens' Coalition. The addresses are 55, 104-106, 107, 116, 120, 125 and 133 Baldwin St. and 820 and 824 Bryson St.
Expressed council's support for the half-percent Mahoning County sales-tax levy on the November ballot.
Heard Walter Davis of Sunshine Avenue request that council intervene on his behalf with the police department and prosecutors. Davis, a crime victim last year, complained about the quality of the police investigation and prosecution of his attackers. The police internal affairs division hasn't responded to a complaint he filed earlier this year, he said.
Heard David Beight of Maywood Drive talk about flooding in the 7th Ward. He said clogged drainage pipes and bad catch basins need to be replaced and a new sewer pump station is needed in the area.
Heard Kathryn Hawks Haney, a school board member, talk about a tax holiday on certain back-to-school items. She asked for council's support to change state law and make the tax holiday a reality.
Heard Jerry Jann of East Avondale Avenue talk about street department workers who were laid off a year ago, including himself. He questioned the layoff method, the effect on the city and the circumstances of those who have returned.
Heard Doug Nemergut of Susan Circle talk about flooding in his West Side neighborhood. He said the flooding goes back many years and should have been fixed by now.
Prohibited parking on both sides of Kirk Road, from South Schenley Avenue to Wendover Circle.
Also, council's public utilities committee voted to support a capital improvements project proposed by the Mahoning Valley Sanitary District. The project would cost the average customer $4 to $6 more per year if the Court of Jurisdiction grants MVSD the revenue increase to pay for the project.
