Brent Spiner returns to "Star Trek" as an ancestor of Data's inventor in a story that's a clear metaphor for stem cell research. On "Star Trek: Enterprise" (8 p.m., UPN), Spiner plays Dr. Arik Soong, who is serving time in a Starfleet prison in San Francisco for having stolen genetically engineered embryos from a Starfleet facility. Soong's embryos grow up to be strong, smart young adults who seize a Klingon ship to flee the planet where they had remained hidden from Starfleet. Capt. Jonathan Archer (Scott Bakula) takes Soong out of prison to help him track down these genetically engineered humans, called Augments, before the Klingons decide to retaliate by beginning a war with Earth. But Soong has other ideas for his "children" than bringing them to Starfleet.
The latest episode of "Joan of Arcadia" (8 p.m., CBS) has Joan (Amber Tamblyn) applying her economic savvy to a church clothing drive. Unfortunately, her good intentions are marred when her efforts become misconstrued.
There's a serious bone in Chris Elliott's body? Apparently so. Elliott, a star of the movie comedy "There's Something About Mary," plays a serial killer who preys on teenage girls on "Third Watch" (9 p.m., NBC). Aidan Quinn ("Legends of the Fall") plays a police lieutenant.
The role of the first lady is explored in "All the Presidents' Wives" (10 p.m., A & amp;E). A historian who's interviewed says Americans need a first lady, but they also tend to blame her for her husband's faults.
