YOUNGSTOWN | Spending and contracts

The city handled these spending items and contracts today:
Approved a $10,474 contract with Environmental Construction Inc., a Twinsburg company, for soil remediation on East Front Street as part of the downtown convocation center project. There are five isolated spots on the site with asbestos in the soil.Approved a contract with Remco Securities of Boardman to provide for security at city buildings for $8.30 per hour per security guard. The city has used St. Moritz security for about five years. That company's bid was for $8.35 an hour. The city uses 11 security guards. Remco will begin in July.Approved a final agreement, pending city council action, with the Ohio Department of Transportation to replace the Marshall Street Bridge. The city's share of the $3,034,500 project is $351,000. That money will come from the city's Community Development Block Grant budget.Approved spending $15,998 to replace equipment to develop 35mm color film that was destroyed in flooding earlier this month in the police department.Payment of $6,486 to A.P. O'Horo Co., of Liberty, for emergency repair of a waterline on Whipporwhill Road in Boardman.Rejected all bids and voted to rebid for the disposal of scrap tires stored at the street department. The city received two bids for the work -- one was much higher than the city's estimate and the other was submitted incorrectly. The Ohio Environmental Protection Agency estimates the city has more than 50,000 tires in piles stored outdoors on the Teamster Drive grounds, which is contrary to OEPA regulations.
