WARREN -- Work has resumed on a city road project that could not be finished last construction season.
Work resumed on the Parkman Road project last week, said William Totten, director of the engineering, planning and building department.
Rhino Excavating & amp; Milling of Girard is being fined $1,000 per day after not finishing project last year. It was to be finished Aug. 17.
He said the company still has more than half the road left to complete. The project was halted after last year's construction season.
The $869,000 project involves reconstruction of Parkman Northwest from Summit Street to just beyond Northfield Avenue and Parkman Southwest from West Market Street to Palmyra Road Southwest.
The city entered the contract with Rhino, the low bidder, in the fall of 2002.
Work began
The company resurfaced and replaced some of the curbs in the first section that fall. Work started closer to the West Market Street section of Parkman.
Work left to be done includes new curbs, storm sewers, waterlines, roadway excavation, reconstruction and asphalt pavement.
The project is bring paid for with Community Development Block Grant and state Issue 2 money.
"They say it will be done July 1," Totten said. "We'll see when it gets done."
Councilman James A. "Doc" Pugh, D-6th, whose ward includes the project, said work has been a long time coming.
"I guess we shouldn't complain as long as it gets done," he said, adding that he hopes the fine is enforced.
Pugh said people have been talking about the long-awaited project.
"The gist of it is that it's about time," he said.
Business affected
Ruby Harris, owner of Hair-Is-Es Hair Clinic on Palmyra Road, said the road condition, with holes that could damage vehicles, has affected her business.
"The streets are absolutely horrible," she said, adding that some recent patch work has improved it some.
The road's condition kept people from coming to her business and made it difficult to get into her parking area, Harris said.
"I wouldn't say that I'm relieved yet because it hasn't been done," she said.
The work hasn't yet reached the section near her business, Harris said.
