Businessman facing fine over water woes



CANFIELD -- The owner of a South Raccoon Road business is facing a possible $68,000 fine as part of a settlement with the state Environmental Protection Agency over violations of state water treatment rules.
In a press release, the state EPA said that Anthony Kostoglou, owner of Mahoning Valley Chiropractic and Rehabilitation Center, also must provide bottled water for his employees and customers and monitor his well water for contaminants until he connects to a waterline.
If he connects to a waterline by November, his fine will be reduced to $8,000. The state said Kostoglou had been ordered by the EPA to install a disinfection and filtration treatment system and abandon the well that serves the center and two nearby attorneys' offices. When he did not comply, the state determined that he had violated water treatment rules.
Kostoglou also had failed to monitor water quality for several contaminants between 1995 and 2003, and he failed to renew the license for his water system, the state said.
