COMSTOCK N.W. Road work is slated to begin
Storm sewer improvements and, curb installation are among the plans.
WARREN -- Work to improve Comstock Street N.W. between North Park and Mahoning avenues will start Monday.
The city received a $746,000 grant to improve the road. There is no assessment to the property owners, and no general fund money will be used. The project is funded by an Ohio Public Works Grant and a Community Development Block Grant.
The project includes improvement of storm sewers along the street, installation of curbs and compete repaving of the road with asphalt. Traffic will be maintained during the initial construction of the storm sewer.
During the summer, portions of Comstock will be closed to construct the road. Residents will not have vehicular access to their property while work is in progress in their work zone.
Affected residents will be allowed to park, without being cited by police, on portions of Comstock not under construction and on local intersecting roads such as Palm, Wilson, Vernon, West, Ogden, Arlington or Genoa avenues. Vehicles that block intersections or other residents' driveways will be towed at the owner's expense.
What's planned
City officials suggest neighbors arrange to park in one another's driveways while work continues in the respective work zones.
The street will open to traffic after the work zones are complete, and traffic will be maintained while the surface course of asphalt is applied between North Park and Mahoning avenues.
Items such as manholes and water valve boxes will appear to be set too high, protruding above the base course of asphalt. That's done to accommodate application of the surface course of asphalt. Reduced speed and caution should be used while traveling Comstock throughout the construction phases.
