Background: A new company headed by the top executives of Pittsburgh real estate company Oxford Development Co., including chief executive officer Edward J. Lewis and president David Matter.

Applicant: Valley View Downs LP
Background: A new subsidiary of Centaur Inc., of Indianapolis, a multistate gambling and racing company.
