St. Clair Township woman faces charges in animal-cruelty case



EAST LIVERPOOL -- Animal-cruelty charges were to be filed today against a St. Clair Township woman after county humane officials removed 14 emaciated horses from her farm near Glenmoor.
Bill Fast, county humane officer, said he would file animal cruelty charges against Penny White of Angels 4 Horses at the East Liverpool Municipal Court.
Fast said he and other humane officers have received numerous complaints about White's operation and humane officers have made previous visits to the farm in the past two years.
In previous cases, White promised to improve conditions and treatment of animals, "but that never happens," Fast said. "She gets the horses from the kill pen at Sugarcreek, but they never get any better."
He said the horses were removed Saturday and taken to various farms and their conditions improved immediately. One mare gave birth to a foal Sunday and the foal is doing well, Fast said.
Fast said the animals were standing in mud in a makeshift building.
