MAHONING COUNTY Campbell council, union OK agreement

CAMPBELL -- City council ratified a collective bargaining agreement with employees in the street and water departments during a regular meeting Wednesday evening.
The resolution was passed under emergency.
The agreement with the Campbell Organization of Public Employees Local 4200, COPE, calls for a one-year wage freeze, said Mayor Jack Dill.
In the second year, Dill said, the union can renegotiate rates of pay.
Nineteen workers, whose rates of pay range from $8.28 to $15.09 an hour, are affected.
Legislation moves on
Council advanced two pieces of legislation to second readings:
UA resolution directing the Mahoning County Board of Elections to place on the Nov. 2, 2004, ballot an issue to continue taxing S Corporation shareholders as they are currently taxed. In S Corporations, all profits and losses are passed onto shareholders who include that on their personal income tax returns. There are no corporate taxes.
UAn ordinance to continue taxing S Corporation shareholders as they are currently taxed.
As is, shareholders of S Corporations in the city must pay municipal income tax on their share of net company profits, explained John Leskovyansky, finance director. Passing the ordinance and passage of the issue on the ballot will not result in anyone paying more taxes, but will ensure Campbell will be able to continue to collect those taxes, he explained.
Meetings planned
Council scheduled two special meetings at 7 a.m. Friday and Saturday to advance the legislation to the second and third readings. Legislation is automatically adopted after a third reading.
Council also passed a resolution authorizing a mutual aid policy in the police department. Under the mutual aid agreement, the Campbell Police Department agrees to assist other area police departments when needed, and will be assisted by those departments when needed.
The Campbell Police Department, along with departments throughout Mahoning and portions of Trumbull counties, subscribe to and have been participating in mutual aid, according to Police Chief Gus Sarigianopoulos.
