GIRARD -- Police have filed three charges against a 20-year-old Youngstown man who has three runaway teenagers with him.
On Monday, Capt. Frank Bigowsky filed three counts of interference with custody against Braedon Clare of Tod Lane. The charges are felonies because they crossed state lines. Police know they were in Richmond, Va.
The runaways are Allison Foster, 17, and her brother, Jeffery Foster, 15, both of Washington Avenue, and Anthony Tyler Owens, 15, of North Highland Avenue. They left town Saturday.
The Fosters' mother, Pamela Barrios, said she believes her daughter left with Clare to get married in Mississippi.
A Foster family member said today that they haven't heard from Allison, who has cancer, or Jeffery since Saturday.

At their meeting Monday, township officials indicated that if the levy passes, they would eliminate the two fire levies now in force -- a 1.8-mill levy passed in 1976 and a 1.3-mill tax passed in 1980. If it fails, current levies would stay in effect.
The money maintains fire department vehicles and equipment, salaries and benefits of permanent fire personnel, or costs of contracts to maintain fire protection.
