Proposed regulations
A proposed Youngstown ordinance would regulate smoking in public and private buildings. Smoking would be prohibited in:
U Public transit vehicles, including trains, buses, limousines, taxis and courtesy vehicles, except in taxis or limos where all occupants consent to smoking.
U Enclosed theaters, auditoriums, concert halls, arenas and meeting rooms, except for their lobbies.
U Health-care facilities' patient wards and rooms, except in semi-private rooms where both occupants consent -- in writing -- to smoking.
U Elevators, stairwells, escalators, hallways and public restrooms.
U Courtrooms and jury waiting rooms.
U Gymnasiums, exercise rooms and health spas.
U Libraries and education facilities, except in designated areas.
U Museums, aquariums, galleries and other exhibit halls, except in lobbies.
Exemptions from the smoking ban:
U An entire room or hall being used for a private social function, provided the seating arrangement is controlled by the function's sponsor, not the hall proprietor.
U Retail tobacco stores, bars, bowling alleys and bingo halls.
U Hotel and motel sleeping rooms.
U Eating establishments seating fewer than 50 people, provided a sign at the entrance says a no-smoking section isn't available.
U Private residences, except parts thereof serving as child- or health-care facilities or as a place of employment.
