YOUNGSTOWN -- The board of trustees of the Public Library of Youngstown and Mahoning County will consider its proposed strategic plan during a special meeting at 4 p.m. March 18 at the main library, 305 Wick Ave. The plan would reduce the system from the present 19 branches to 13 or 14 branches with expanded hours.
