THE PHASES 9/11 memorial
The process of designing and building a memorial to honor those who died on Flight 93 on Sept. 11, 2001, is expected to take several years. A design must be submitted to the Department of the Interior by September 2005. The design and implementation process involves four phases:
Creating a vision: A mission and theme for the design will be chosen and resources at the site will be assessed. A plan for producing the design and managing it will be determined.
Choosing a design: An open design competition will be held, finalists will be chosen and a final design will be announced.
Preparing the management plan: Plans for the site will be finalized and a recommendation will be submitted to the Secretary of the Interior.
Implementing the recommendations: Design and construction plans will be completed and the memorial will be built.
