Information about the proposed 1 percent levy for senior services in Mahoning and Trumbull counties:
The levy is expected to generate about $3.8 million a year in Mahoning County, and $3.4 million a year in Trumbull County.
A specific spending plan for the money has not been developed. Generally, the revenue will fund programs for senior services such as transportation, in-home services (including home-delivered meals), prescription assistance, guardianship/protective services, and heath education and wellness.
The District XI Area Agency on Aging will most likely administer the funds, though a final agreement has yet to be reached with county commissioners.
The Agency on Aging is in the Ohio One Building, downtown Youngstown. It's a nonprofit corporation serving Ashtabula, Columbiana, Mahoning and Trumbull counties. It's one of 12 such agencies in the state.
The Agency On Aging contracts with service providers for direct services to older citizens in local communities.
The Agency On Aging spent $18 million in 2003. Of that, just less than $13 million was for PASSPORT, the state's long-term care program. PASSPORT clients are assessed and either referred to community-based services, or, if eligible, may be enrolled in home-care services, for which the agency pays. The spending total includes all four counties. A county-by-county spending breakdown was not available.
