YSU Budget planner hired for university



YSU's director of facilities has been named executive director of facilities.
YOUNGSTOWN -- The associate vice president for finance at Thiel College in Greenville, Pa., has been named director of budget planning and resource analysis at Youngstown State University.
Jeffrey S. Taylor, who lives in Greenville, started the new post in January. He will be in charge of preparing the university's annual budgets and conducting financial projections and analyses.
His salary is $75,000, and he fills a position left open by former budget director Beth Kushner. Kushner was paid $58,449.Taylor's hiring is "part of a reconfiguration of the budget office to allow YSU to be more proactive in responding to fluctuations in the budget, especially on the state level," said Ron Cole, YSU's manager of news and information services.
Taylor also will be able to respond to other changes, such as enrollment shifts, Cole said. He will be responsible for more planning, multiyear forecasting and trend analyses, duties that were performed only on a limited basis in the past, Cole said, adding that Taylor is a certified public accountant and has experience with higher education budgeting.
Taylor, 44, was at Thiel for 12 years as executive director of finance/controller and then associate vice president for finance. He previously was controller at Seton Hall College in Greensburg, Pa. He earned a bachelor's degree in accounting from Indiana University of Pennsylvania and a master's degree in business administration from Robert Morris University.
Promotion
Meanwhile, John Hyden, director of facilities, has been promoted to executive director of facilities.
Hyden, of Girard, came to YSU a decade ago as associate director of facilities and was named director in 1996, overseeing the university's facilities maintenance, construction and planning, grounds, motor pool and central utility plant operations.
With the current promotion, his salary changes from $81,510 to $86,800. As executive director, Hyden also will oversee the Office of Environmental & amp; Occupational Health and Safety on campus.
In the past the office has reported directly to John Habat, vice president of administration. Now the office will report to Hyden, who will report to Habat.
