MINERAL RIDGE -- The Weathersfield Township Board of Zoning Appeals approved a conditional use permit for Irene Capaldi on Thursday to operate a convenience store and beverage drive-through at 2695 W. Liberty St., provided the owner meets several conditions before the business opens.
The store is at the corner of Salt Springs Road and had been used as a convenience store but has been closed for several years.
Residents at the meeting expressed concerns, which were addressed by the board's requirements for the owner.
Among the requirements: Fencing must be provided to buffer the business from neighboring properties, the building must be updated and painted, and downward lighting must be installed that will not disrupt neighboring properties.
All of the zoning board's requirements are to be met before the store will be allowed to open.
Officers named Thursday were Tim McNeil, chairman; Ken Rambo, vice chairman; and Stephanie Hawout, secretary.
Computer access at KSU
CHAMPION -- Kent State University Trumbull Campus' Workforce Development and Continuing Studies Center is offering free computer access.
The program runs from 9 to 10:30 a.m. Tuesdays and Thursdays beginning Feb. 27 through May 20. The program is open to adults.
Computer Lab 223 in the center contains up-to-date computers and software including Microsoft Office Suite. Using Hot Mail, participants will have e-mail access as well.
Registration is required for identification of individuals using the computers, and access to the computer stations is on a first-come, first-served basis. A room proctor will be in the lab to provide help but an instructor won't be available because it's not a teaching class.
Senior advisory council
U.S. Sen. George Voinovich, R-Ohio, has established a 145-member senior advisory council to help him identify issues of concern to senior citizens and find ways to best address those concerns. These Mahoning Valley residents were appointed: Allan Chamberlin of Leetonia, Barbara A. Lynch of East Palestine, Eugene Dempsey of Youngstown, Alan G. Brant of Warren, and Paula Snyder of Warren.
'Youngstown Report'
KENT -- PBS 45 & amp; 49 will suspend production of "Youngstown Report" after tonight's broadcast at 10. After four years, the series is being put on hiatus because of station budget constraints.
Executive Producer Don Freeman hopes to relaunch the series in the fall, pending local underwriting, and will take advantage of the break to make the series stronger in reflecting the importance of the Mahoning Valley and its people.
Poster contest winners
YOUNGSTOWN -- Mahoning County commissioners recognized winners Thursday of the annual Earth Day poster contest, sponsored by the county recycling division and the Ohio Department of Natural Resources. Winners were Joseph Ciarniello, Anna Patoray, Franchesca Noday, Jasmine Jones and Matt Rosile, all from St. Anne School; and Catey Beede of St. Luke School.
Building changes OK'd
YOUNGSTOWN -- The city's design review committee has approved cosmetic changes to the outside of the former Youngstown Osteopathic Hospital on the North Side.
The building owner, CMD Realty Group, is leasing a small amount of space to a few nonprofit agencies.
The company received permission to replace signs, seal and stripe the parking lot and improve landscaping in front of the building at 100 Broadway Ave.

AUSTINTOWN -- Nineteen members of the Austintown Democrat Men's Club endorsed these candidates for office at a recent meeting. An (*) denotes an incumbent: U.S. Rep., 6th District: Ted Strickland*; Mahoning County commissioner (1/2 term): Anthony Traficanti; commissioner (1/3 term): Mark Belinky; prosecutor: Brad Gessner; recorder: Ronald Gerberry*; sheriff: Edward P. Nemeth; state central committeewoman: Kathleen Duzzny; state central committeeman: Sylvester D. Patton Jr.*; Ohio 60th House District: Michael E. O'Hara. All unopposed candidates were also endorsed. More than 85 people voted for the endorsements.
Landfill pact reached
ALLIANCE -- Ohio Environmental Protection Agency has reached an agreement with Central Waste Inc. to properly fund final closure and postclosure care for its solid waste landfill at 12003 Oyster Road, Smith Township, Mahoning County.
The company must establish a financial assurance fund of $2,318,182 by Oct. 11. If Central Waste fails to meet this deadline, the company will be required to immediately begin final closure of the landfill, the Ohio EPA said.
