Agreed to retain city Solicitor Paula Cialella as special counsel to all legal matters involving downtown revitalization. She will be paid $125 per hour and the money will come from a state grant awarded for work downtown.Hired the law firm of Goldberg, Kamin and Garvin of Pittsburgh to represent the city in a civil lawsuit filed by Robert McGaffic over an eminent-domain dispute. The firm will be paid $150 an hour for work done by a partner, $125 an hour for an associate and $65 an hour for work by a paralegal. Approved a change order for downtown revitalization to buy equipment that will coordinate all traffic lights throughout the city and help traffic flow. The cost is $8,800. The equipment will be installed when warm weather arrives, Mayor Wayne Alexander said.Hired Pennsylvania State Constable Anthony Mangino to provide security at city council meetings for a fee of $35 per meeting.
