YOUNGSTOWN -- The Youngstown-Warren Regional Chamber has promoted Bruce H. Luntz of Liberty to chief financial officer. Luntz joined the chamber in 1999 and had been its controller. He has a bachelor's degree in business administration from Youngstown State University and more than 30 years experience in government, private, public and not-for-profit accounting.

YOUNGSTOWN -- Cohen & amp; Co. Certified Public Accounting has promoted Jami Blake to senior manager. She is a graduate of Youngstown State University and lives in Salem. Cohen & amp; Co. offers accounting, tax, financial and business consulting services.
POLITICAL CONSULTING
CORTLAND -- Thomas J. Ratcliff, a Cortland native, has joined American Strategies in Columbus as a partner and chief operating officer. American Strategies is a national political consulting and public policy firm. Ratcliff, now of Powell, Ohio, graduated from the United States Military Academy at West Point and served as a White House intern as a cadet.
He served as an Army helicopter pilot, was on Sen. Robert Dole's staff in the 1996 presidential election campaign, and later was employed as spokesman and public information officer for the Ohio Department of Commerce. He also served as Elizabeth Dole's Ohio campaign manager and political director during the 2000 presidential campaign.
PUBLISHING
NILES -- PAS Publishing Company, based in Hudson, has hired Marilyn Natoli Shaftic of Niles as its Mahoning Valley area account representative for "La Gazzetta Italiana," a monthly newspaper covering local and national Italian-American news and events. She will be selling advertising, increasing retail distribution, establishing relationships with the Italian-American organizations and generating articles.
Shaftic worked for 34 years in the human resources department at General Motors Lordstown complex and is an independent human resources consultant.
