A referendum on consolidation proposal?

HERMITAGE, Pa. -- City resident Gregg Buchanan said there's a move afoot to get the five-municipality consolidation study before the voters in the form of a referendum.
It's just getting started, but there are a lot of calls being made back and forth by people who think consolidation is the way to improve the future of the Shenango Valley.
A four-year study on the possibility of consolidating Hermitage, Sharon, Farrell, Sharpsville and Wheatland into one municipality ended November without coming up with any recommendations, but Buchanan said the issue isn't dead.
None of the elected bodies in those five municipalities have voted to put the consolidation question on the ballot, but residents can force the issue by getting petitions signed by at least 5 percent of the people who voted in the last municipal election.
That's enough to get a referendum on the ballot, and Buchanan said there is definitely interest in circulating those petitions in those five communities.
