Scenic point still closed
PITTSBURGH (AP) -- Despite $2 million in improvements, a pavilion intended to make one of the city's popular vantage points more welcoming remains closed months after its grand opening.
Pittsburgh officials say they have been unable to find anyone to take care of the pavilion at the West End Overlook, which offers views of gleaming downtown buildings, framed by the three rivers winding off toward the hills and crowned by more than a dozen bridges.
A group tapped by city council to manage the pavilion, the West Pittsburgh Partnership, says it laid off three of its five employees and lacks the money and staff to manage the overlook.
Meanwhile, city officials have told a neighborhood group that volunteered to run the pavilion that it needs to buy liability insurance.
