RHINO Paver files for bankruptcy
Assets are $102,000 and liabilities $1.26 million; creditors meet Jan. 6.
YOUNGSTOWN -- Rhino Excavating & amp; Milling Inc., a troubled Girard business kicked off the Parkman Road resurfacing project in Warren two months ago, has filed for Chapter 11 protection in U.S. Bankruptcy Court.
Chapter 11 allows a debtor to reorganize or liquidate pursuant to a plan approved by the court. The case is assigned to Judge Kay Woods, who has scheduled a creditors' meeting for Jan. 6.
Company President Robert Tabachino of Manor Hill Drive, Canfield, could not be reached for comment, nor could Girard lawyer, Maurus G. Malvasi.
Rhino's assets are listed as $102,000 and liabilities as $1,269,144. The business is located at 1777 N. State St., Girard.
Creditors
Rhino's list of 20 creditors holding the largest unsecured claims totals $992,799.
Local creditors include:
USky Bank, $400,000, for Tabachino's house in Canfield. The court filing has this amount in dispute. Mahoning County records show the 3,127-square-foot residence has a market value of $621,800.
UPoland Concrete Products, Poland, $15,119.
UIRS, $141,282 (disputed).
UGennaro Pavers, Pine Avenue S.E., Warren, $7,987.
USebastiani Trucking, Ohltown Road, Austintown, $7,816.

In September the long-awaited Parkman Road reconstruction project stalled for a second time when Rhino lost its insurance. Warren then removed it from the project.
Rhino had been awarded the $869,000 contract in fall 2002. The project was to be finished Aug. 17, 2003.
Requirement
The city requires contractors to use granulated slag on road projects. Lab tests, which cost the city about $500, showed the material contained slag with a trace of debris.
Rhino was allowed to use the product it had on-site for the project. When additional material was brought in, the city required the company to present documentation of where and how much was purchased.
The project involves reconstruction of Parkman Northwest from Summit Street to just beyond Northfield Avenue and Parkman Southwest from West Market Street to Palmyra Road Southwest.
The company resurfaced some of the road, and replaced some of the curbs in the first section shortly after the contract was awarded.
