FLOOD RECOVERY Update

State and local officials are continuing to clean up and assess damage from last weekend's flood in Columbiana County.
Damage is now estimated at $4.9 million. The Columbiana County Engineer's office has estimated damage to roads and bridges at $1.7 million. That's on top of the $3.2 million in damage to private property, according to Jay Carter, director of the Columbiana County Emergency Management Agency. Carter said estimates are continuing to come in.
The weakened dirt dam held at the Northeastern Ohio Christian Youth Camp. Carter said state officials who examined it told him they had never seen a dam so damaged by the rain that did not collapse. Carter said state officials will return with plans and discuss repairs with the owner.
The dam at Guilford Lake, which was being watched by officials, had no problems.
William Coleman, the chairman of Lisbon's Board of Public Affairs, said one of Lisbon's two water lines was repaired at 9 p.m. Monday. That gives the city 50 percent of its capacity. The village is also drawing water from the Salem system. Repairs were to begin this morning on fixing the second line. Both village lines were severed in the flooding. Pressure in the system is better at higher elevations in the city than it was Monday. Users are still urged to boil water for three to five minutes before drinking or cooking. A worker was out much of the night bleeding air from fire hydrants to restore water pressure for fire protection. Coleman said more hydrants would be bled today.
Lisbon police said they have had officers stationed at the site of the worst damage. There have been no reports of looting. But people who are in the area at night are being told to leave and not come back.
The courthouse is closed today for a second day, although a few offices have a skeleton staff.

The Salem Public Library is closed through Thursday because its lower floor flooded. It is scheduled to reopen at 9 a.m. Friday.
Ten state, county and township roads in Columbiana County remain closed because of flood-related problems. Added to the list of closed roads Monday were Cunningham Road between Salem-Grange Road and state Route 344, where a bridge was damaged and the road washed away just north of Salem-Grange, and Salem-Grange from state Route 45 to state Route 558 because of road damage just west of Route 558.
Those now open are: U.S. 30 East, Sprucevale at the intersection of Gretchen's Locke, Rochester Road between state Route 172 and Georgetown Road, Knox School Road from Georgetown Road to U.S. 62, Adams Road west of state Route 164, King Road between Whinnery Road and state Route 9, and Brookfield Street (Ganders Flat) in Center Township.
Springfield Township trustees in Mahoning County received a $48,810 grant from the Ohio Public Works Commission that will be used to repair Felger Road. It was closed when a recent storm washed out a culvert. The cost is $47,810. The township will pay 10 percent of that cost.
