Council mulls salary increases for managers

WARREN -- The 23 members of the city's management association would get 3.5 percent raises this year and in 2005 with a 2 percent pay increase in 2006 under a contract before city council this week.
The contract between the city and Warren Management Association is on council's Wednesday night meeting agenda.
The pay ranges from $71,760 for the community development director and director of the engineering, planning and building department, to $51,251 for the assistant auditorium manager, planning coordinator, water pollution control and water maintenance supervisors, water operations supervisor and water office manager.
Under another change, the contract calls for WMA employees to make a 10 percent copayment for hospitalization and prescription coverage for those participating.
That matches the contract between the city and AFSCME Local 74 members approved in 2002.
Councilman Alford L. Novak, D-2nd, the legislation sponsor, said he is asking for a financial impact statement from the administration detailing the costs of the increases.
William Totten, director of the engineering, planning and building department and WMA president, declined to comment until council acts on the legislation.
The contract also institutes drug and alcohol testing and lays out the procedure for layoffs and recall of employees. All regular and full-time employees will be given at least 14 days written notice of a layoff by certified mail.
