Warren to repave parts of 21 streets

WARREN -- Parts of 21 city streets will be resurfaced this year.
The city opened two bids Thursday submitted for the resurfacing. The Shelly Co. of Twinsburg bid $736,062 and Shelly & amp; Sands Inc. of Girard bid $673,247. The engineer's estimate was $754,000.
The contract for the project hasn't been awarded, but William Totten, director of the engineering, planning and building department, hopes work gets under way within a month.
Streets are chosen annually based on the amount of money appropriated and the streets' condition.
The amount includes funds from the engineering department and Community Development Block Grant. Those streets resurfaced with CDBG must primarily benefit low-to-moderate income residents.
Councilman Gary Fonce, D-at large, said he thinks a road program should be instituted that includes preventative maintenance measures.
"Some of the roads that we've done in the last three to four years are cracking already," Fonce said. "If we don't have some kind of preventive maintenance, we're just spinning our wheels."

UBelvedere Avenue Southeast between Youngstown Road and South Street and between East Market Street and South Street.
UBonnie Brae Avenue Southeast between South Street and Grandview Street.
UCandlelight Drive Southeast between North Road and Harvard Drive.
UGrandview Street Southeast between Laird Avenue and the dead end.
UGreenmont Drive Southeast between North Road and state Route 169 West, from Longhill Drive to Route 169 East and from Longhill to the dead end.
ULaird Avenue Southeast from Youngstown Road to East Market Street, from High Street to Woodland Street and from High to East Market Street.
ULansdowne Avenue Northwest from Merriweather Street to Williamsburg Street.
UMills Avenue Northwest from Northwest Boulevard to Stephens Avenue.
UMonticello Avenue Northwest from Beechcrest Street to Dodge Street and from Moncrest Drive to Beechcrest.
UNocturne Street Northeast from Tiffany Drive to Genesee Avenue.
UOverlook Drive Northeast from Butler Road to Crescent Drive.
UStephens Avenue Northwest from Northwest Boulevard to the dead end.
