Voters urged to OKchild testimony by tape
PITTSBURGH (AP) -- Prosecutors in western Pennsylvania are urging voters to approve a state constitutional amendment that would allow children too traumatized to testify in court to do so by videotape or closed-circuit television.
"Child abuse is obviously one of the most serious crimes prosecuted by the office of the district attorney," said Allegheny County District Attorney Stephen Zappala, who was joined at a press conference by Lawrence County District Attorney Matt Mangino.
The proposed amendments would remove the "face-to-face" language of the constitution and replace it with a provision guaranteeing a defendant the right "to be confronted with witnesses against him."
Another would authorize the Legislature to pass a law providing for the manner of testimony of a child victim or witness.
The two amendments will go before voters Nov. 4.
The state has twice passed changes allowing the video testimony -- in 1986 and 1995 -- only to see them overturned by the state Supreme Court for legal or technical reasons.
