WARREN -- A 38-year-old man who says he and his 6-year-old daughter were almost hit by a van told police he fired his gun after fighting with the driver.
Ernest G. Kyser, 38, of Parkman Road, was expected to appear in municipal court today on charges of felonious assault and carrying a concealed weapon.
According to police reports, Kyser said he got his daughter off the school bus and was walking home on Parkman Road around 4:20 p.m. Tuesday when the driver of the van began backing out of a driveway.
Kyser told police the van almost hit them. Kyser said he used his hands to hit the vehicle and began yelling at the driver.
Kyser said the driver got out and when a fight started, he pulled out his gun and fired.
The report does not state where Kyser aimed the gun. The driver ran into a house. No injuries were reported.
Girard mayor callsspecial council meeting
GIRARD -- Mayor James J. Melfi has called for a special city council meeting at noon Friday to remove amendments from two ordinances approved Monday.
Lawmakers approved $83,200 to repair a portion of West Broadway Street and $36,000 to repair Amherst Avenue.
The Federal Emergency Management Agency will pay 90 percent of the cost because the roads were damaged by flooding.
Councilman Joseph Christopher, D-at-large, sought and received amendments to the legislation that called for the city not to pay the contractors for the work until the city is reimbursed by FEMA.
Christopher said he found out Tuesday that a federal agency can't be committed to debt so the amendments must be removed from the legislation.
Melfi told council Monday that FEMA requires copies of invoices that the work has been done before it reimburses.
Ex-trooper guilty
NEW CASTLE, Pa. -- A Lawrence County jury has found a former Pennsylvania State Police trooper guilty of aggravated assault.
District Attorney Matthew Mangino said Samuel Boyd Plumb, 38, of Elm Road, Pulaski Township, was convicted last week in common pleas court.
Plumb assaulted William Pinkerton at the Pulaski residence of Plumb's estranged wife Aug. 23, 2002, Mangino said.
Pinkerton suffered several injuries, including a shattered cheekbone, fractured eye socket, broken nose and jaw. He underwent a 61/2-hour operation. Mangino said Plumb had ended his employment with the Pennsylvania State Police before the assault. Plumb faces a maximum of 20 years in prison and a $25,000 fine. He is free on bond pending sentencing.
Office building addition
YOUNGSTOWN -- Downtown's redevelopment agency has approved a contract to build an addition to the state office building.
The agreement approved Tuesday is between the Youngstown Central Area Community Improvement Corp., Mahoning County commissioners and the county children services board.
The CIC will build a $7.5 million addition to the George V. Voinovich Government Center to house workers from the CSB and the Ohio Bureau of Workers' Compensation.
A memo of understanding between the CIC and the county gives the county the right to name the building. The county is financing the project.
Concealed weapon charge
CAMPBELL -- Police have charged a Youngstown woman with carrying a concealed weapon and possession of a drug abuse instrument after they found a loaded gun in the waistband of her pants and a glass crack pipe inside a pack of cigarettes she was holding. Police arrested Heather Ramsey, 22, of Tampa Avenue, just before 4 a.m. Tuesday in the 100 block of Reed Avenue. According to the report, police were investigating a report of a man sitting in a parked car when Ramsey approached them from behind and tried to enter the vehicle. The report says Ramsey appeared to be "very nervous and agitated." For their safety, officers frisked Ramsey and found a loaded handgun. The driver of the car was not charged.
