YOUNGSTOWN City council returns
City council returned from summer recess Wednesday to its regular schedule of meetings at 5:30 p.m. on the first and third Wednesdays of each month. Council handled these items:
Set hours for Halloween trick-or-treating for 5 to 7 p.m. on Oct. 31.
Authorized the board of control to borrow $446,000 at no interest for 20 years from the Ohio Public Works Commission to complete financing for the Federal Street reconstruction project. The city will use its federal funds to repay the loan. The city has federal and state grants to pay the remaining costs of the $3 million project, expected to start in early 2004 after years of delays.
Authorized the board of control to waive building permit and related tap-in fees for the construction of the Elizabeth Missionary Baptist Church at 1210 Himrod Ave.
Authorized the board of control to sign an agreement with Trumbull County and the city of Girard to provide a standby water supply. The two governments will sell water to the city in case of drought or other emergency, said Charles P. Sammarone, water commissioner. Likewise, the city will sell water to those two governments in an emergency.
Authorized the board of control to pay A.P. O'Horo Co. of Youngstown $30,108 for emergency sewer repairs on Hartford Avenue, where a 36-inch sewer collapsed.Authorized the board of control to enter into agreements with the Ohio Department of Transportation to replace overhead mounted signs on Interstate 680. No city funds are involved in the project.
