LAWRENCE COUNTY Recycling program due in November

NEW CASTLE, Pa. -- Countywide recycling is expected to begin by November.
County commissioners on Tuesday agreed to buy 64 recycling drop-off containers from Thompson Fabricating in Wheatland. Commissioners previously approved the purchase of two specially designed trucks from a Youngstown company.
The total cost is $448,000.
That's far less than another plan favored by the Lawrence County Council of Governments, Commissioner Brian Burick said.
COG members wanted to buy a V-Quip System, a Canadian-made recyclable collection system that is patented. But commissioners decided last spring to have a system made locally that would be more compatible with others in the area.
Burick said V-Quip would have cost the county an additional $248,000.
The county has verbal agreements with three landowners to place the bins and is negotiating with several others, Burick said.
County officials have said they are looking for high traffic areas to place the bins, such as shopping malls. Residents will be able to drop off their recycling any time. The specially designed bins will have slots for each type of recyclable material.
The equipment and initial start up costs are being paid for by a state grant.
