SCOUTING REPORT | NFC East
DALLAS COWBOYS
2002 record: 5-11.
Coach: Bill Parcells.
Key additions: CB Terence Newman (D-1), C Al Johnson (D-2), TE Jason Witten (D-3), RB Richie Anderson (UFA-Jets), WR Terry Glenn (T- Packers), T Ryan Young (UFA-Texans), TE Dan Campbell (UFA-Giants), LB Al Singleton (UFA-Bucs), P Toby Gowin (UFA-Saints).
Key losses: WR Rocket Ismail (released), RB Emmitt Smith (released-Cards), LB Kevin Hardy (UFA-Bengals).
Profile: Ten Gallon Tuna takes over. Parcells brings his act to Texas, where he has a lot of work to do. He can start by deciding who's the quarterback. Clearly, the running is being turned over to Troy Hambrick with the release of Smith. Expect Parcells to rebuild the offensive line first -- with tough guys, not finesse players. Landing Singleton gives him three good linebackers, which is always a big Parcells priority. These guys averaged only 13.6 points a game last year and it's hard to see it reaching 20. Second Monday night game has Parcells returning to Giants Stadium to a media frenzy.
Key stat: Only 23 first-quarter points and just 70 in the first halves last season.

NEW YORK GIANTS
2002 record: 10-6.
Coach: Jim Fassel
Key additions: DT William Joseph (D-1), DE Osi Umenyiora (D-2), TE Vishante Shiancoe (D-3), KR Brian Mitchell (UFA-Eagles), P Jeff Feagles (UFA-Seahawks), CB Ray Green (UFA-Dolphins), K Mike Hollis (UFA-Bills).
Key losses: P Matt Allen (waived), CB Jason Sehorn (released-Rams), T/G Jason Whittle (UFA-Bucs), TE Dan Campbell (UFA-Cowboys), T Mike Rosenthal (UFA-Vikings).
Profile: Fassel has solid personnel led by QB Kerry Collins, RB Tiki Barber and DE Michael Strahan. But there are also issues. They were the worst offense inside the red zone and only the 49ers gave up more fourth-quarter points. They need depth along the defensive line. That's why Strahan's sacks dried up near the end of the season. A weak schedule makes them look like division champs. They might have the most exciting player in the league in TE Jeremy Shockey. But they have to keep him emotionally under control.
Key stat: Opponents converted five of six 2-point attempts.

PHILADELPHIA EAGLES
2002 record: 12-4.
Coach: Andy Reid
Key additions: DE Jerome McDougle (D-1), TE L.J. Smith (D-2), WR Billy McMullen (D-3), FB Jon Ritchie (UFA-Raiders), LB Nate Wayne (released-Packers)
Key losses: LB Shawn Barber (UFA-Chiefs), KR Brian Mitchell (UFA-Giants), S Blaine Bishop (released), G Doug Brzezinski (UFA-Panthers), DE Hugh Douglas (UFA-Jaguars), LB Barry Gardner (UFA-Browns), P Sean Landeta (UFA-Rams), CB Al Harris (T-Packers).
Profile: Solid in the secondary and they now have the running game. But until QB Donovan McNabb becomes more efficient in the pocket, they'll come up short of the Super Bowl. This has been a tough offseason with losses of key personnel. Age in the secondary is not a problem. CB Troy Vincent eventually will move to free safety and Lito Sheppard to corner. They've lost ground to the Giants, whose offense has taken a big jump because of TE Jeremy Shockey. WR Todd Pinkston has the ability to be a 100-catch receiver.
Key stat: K David Akers was 7-for-9 from 40 yards or longer.

WASHINGTON REDSKINS
2002 record: 7-9.
Coach: Steve Spurrier.
Key additions: WR Taylor Jacobs (D-2), G Derrick Dockery (D-3), G Randy Thomas (UFA-Jets), G Dave Fiore (UFA-49ers), DE Regan Upshaw (UFA-Raiders), P John Hall (UFA-Jets), WR Patrick Johnson (UFA-Jaguars), WR Laveranues Coles (RFA-Jets), QB Rob Johnson (UFA-Bucs), KR Chad Morton (RFA-Jets), DT Jermaine Haley (RFA-Dolphins).
Key losses: RB Stephen Davis (released-Panthers), DT Daryl Gardener (UFA-Broncos), WR Derrius Thompson (UFA-Dolphins), DT Brandon Noble (injured-out for season), DT Dan Wilkinson (released-Lions).
Profile: Now that Spurrier has found out this isn't the SEC, he can start thinking pro ball. That means running and tough defense and getting rid of his former Gator players who aren't good enough to start. Running will be a question after they dumped Davis. Owner Dan Snyder went wild in free agency, but will these players from disparate programs blend well? First thing Spurrier has to do is settle on one quarterback. Another year of struggles on offense.
Key stat: Only 10 interceptions last season.
