YOUNGSTOWN -- Running water from a plugged toilet and sink on the 12th floor of the Wick Building on Federal Plaza West damaged ceiling tiles on the 11th floor and cascaded to the seventh floor, police said.
The vandalism was discovered Monday. An estimate of the damage was not immediately available.
Two road pavings delayed
YOUNGSTOWN -- Two roads that had been scheduled to be paved this year by the Mahoning County Engineer's Office will not be done until next year.
McClurg Road, from South Avenue to Market Street in Boardman, was not paved because of other construction being done on South Avenue and because of construction of the St. Elizabeth Health Center facility at McClurg and Market.
Tippecanoe Road, from U.S. Route 224 to Leffingwell Road in Canfield Township, was not done because of waterline construction along Tippecanoe.
Marilyn Kenner, chief deputy engineer, said those two roads will be paved as part of the county's 2004 paving program.
Fraudulent checks cashed
AUSTINTOWN -- Sky Bank has notified township police that two Youngstown men have illegally obtained about $12,900 by cashing fraudulent checks at the bank branch on Mahoning Avenue.
Police reports show that the men, ages 21 and 23, cashed nine checks from Murphy Contracting Co. of Youngstown between Oct. 7 and Oct. 21. The men do not work for the company, and the fraudulent checks are different from those that the company issues.
The men also used branches in Boardman and Youngstown, according to police reports.
Boil order issued
CANFIELD -- Residents of St. Andrews Drive between Tyler Drive and St. Andrews Court should boil water for cooking and drinking until further notice, the Youngstown Water Department says. The water should be safe after it is at a rolling boil for one minute.
Water to residents of that area was to be shut off for two hours this morning so workers could connect a relocated waterline.
The water department will notify residents when the boil order is lifted.
I-76 lane restrictions
Interstate 76 between the Portage County line and the Ohio Turnpike will have lane restrictions in both directions beginning today, according to the Ohio Department of Transportation.
The work is part of a $259,000 project to repair and seal portions of I-76 in northern Mahoning County.

Teenagers apprehended
YOUNGSTOWN -- Two teenagers police said were joy riding in a Corvette stolen from Liberty were apprehended at 4:30 p.m. Monday near Mill Creek Park.
Joshua Williams, 18, of Hallock-Young Road, Lordstown, and a 17-year-old North Hazelwood Avenue boy ran from the sports car toward Old Furnace Road when they saw park police, reports show.
Both face charges of receiving stolen property.
