Youngstown man's suit alleges brutality



YOUNGSTOWN -- A Youngstown man has filed a federal lawsuit contending a Warren police officer used unreasonable force during his arrest.
Hans D'Agastino, of Meridian Road, filed the lawsuit Tuesday in the U.S. District Court in Youngstown, seeking $3 million in damages.
The suit names the city of Warren, the Warren Police Department and Patrol Officer Rich Kovach as defendants.
Kovach could not be reached to comment.
Mayor Hank Angelo declined to comment.
The suit states D'Agastino was arrested June 14, 2000, by Kovach. D'Agastino was charged with disorderly conduct, according to police reports.
"Plaintiff was unlawfully attacked and abused and victimized by excessive and unreasonable force, resulting in severe mental, emotional and physical injuries" during the arrest, the suit contends.
