Prosecutor's allegations
Below are the allegations of misconduct brought by the Trumbull County prosecutor against maintenance department director Tony Delmont. The charges could result in Delmont's getting fired from his $71,000-a-year job with the county:
Count 1: Delmont helped Envirochemical and company co-owner Barry Jacobson steal $85,000 from the county between 1999 and 2001 by allowing excess supplies to be ordered at inflated prices.
Count 2: Delmont took $17,000 in bribes from Jacobson, in the form of two checks written to Delmont's wife, Karen.
Count 3: Delmont took bribes from Jacobson between 1994 and 2002.
Count 4: Delmont took an $800 bribe from Linda and Terry Maiorana, who do business as Lid Chemical Inc. Also, Delmont conspired to steal county money by allowing Lid Chemical to bill Trumbull County for services actually performed by two other firms, Moore Services of Solon and Ray E. Flowers Inc. of Youngstown.
Count 5: Delmont accepted a $900 bribe in the form of two checks from Dennis Pirko, doing business as Northern Engineering Co., a county vendor. He tried to launder the money by passing it through the bank account of Marietta Brzeczek, and used $150 of the money for a check -- a wedding gift for Barry Jacobson. Delmont allowed Northern Engineering to bill the county without specifying how many hours of labor or what materials the county was paying for.
Count 6: Delmont's responsibilities included implementing procedures to improve operations of the maintenance department. "Instead of establishing new methods and procedures designed to improve operations and minimize operating costs, Anthony R. Delmont established through his budget requests between 1994 and August 2002 a taxpayer-funded trough of money for greedy janitorial companies and individuals and himself to feed from, and instead of minimizing operating costs, he maximized those costs by exponential proportions," prosecutors said.
