The city's board of control approved these contracts and spending items Wednesday:
A forgivable $10,000 facade renovation loan for the new Sparkle Market that opened recently at Market Street and Midlothian Boulevard. The city forgives repayment on 20 percent of the loans each year for five years as long as the company remains in business.
A forgivable $10,000 facade renovation loan for Riverbend Food Service at 832 Mahoning Ave., which is moving from Rayen Avenue and renovating the former Passarelli Bros. Automotive Service property.
A forgivable $10,000 facade renovation loan for University Foods on Fifth Avenue, which is replacing its gasoline pumps and renovating its building.
A forgivable $2,048 facade renovation loan for Walt's Update Salon at 1730 Oak St., which is renovating its property.
Paying $202,820 to buy 10 police patrol cars through the state purchasing contract.
Severance of $2,745 for Michael Dowdy, a driver-laborer in the street department, who was fired after being sentenced to prison for cocaine possession.
A $3,972 performance bond for Denise Powell of James and Weaver Inc., to fulfill a contract to provide furnishings to the New Castle school district.
Payment of $23,910 to Fire Force Inc. of Columbiana for 10 air packs for the fire department.
Payment of $14,266 to City Machine Technologies of Youngstown for emergency work on the Webb Road sewer pumping station.
Payment of $14,266 to City Machine Technologies of Youngstown for emergency repair of a pump motor in the sewer plant.
Payment of $39,524 to L.E.C. Inc. of Youngstown for emergency sewer repairs on Canfield Road between South Schenley Avenue and Meridian Road.
Payment of $3,893 to L.E.C. Inc. of Youngstown for emergency repair of a catch basin on Oak Street.
Payment of $5,446 to L.E.C. Inc. of Youngstown for emergency repair of a catch basin on Oakland Avenue and Pershing Street.
