WARREN -- The administration is asking council members to authorize a contract with an engineering firm to perform a hydraulic study for the Eastland storm drainage basin.
The area, including Eastland and Meadowbrook avenues, was hit hard by this summer's heavy rains.
An ordinance on tonight's council meeting agenda would authorize the administration to enter into a contract with an engineering firm to conduct the study.
Water flows through a 33-inch storm-sewer line that runs across private property beginning at Perkinswood Boulevard, and an 84-inch storm line runs to Catalpa Drive. Some people have urged the city to direct the 33-inch line into the 84-inch line, said Tom Angelo, director of the water pollution control department.
Focus of study
The hydraulic study will determine if the larger line can handle the additional flow or if there's a better way to alleviate the problem.
"First you identify the problem area, then you do a hydraulic study and then you make recommendations to address the problems," Angelo said.
Some problems that contributed to flooding already have been identified.
There are two 24-inch pipes that discharge into one of the retention ponds near the neighborhoods where the flooding occurred. One of those lines had sunk about 11/2 feet, preventing water from flowing out of that line, Angelo said.
A contractor who worked on the Country Club Estates housing development project didn't follow recommendations from an engineering firm regarding storm and sanitary sewer line installations, Angelo said, which also contributes to flooding problems.
A letter was sent to the Giltz company, the Canton developer that owns the property, informing them of the problem. The company has agreed to fix it, Angelo said.
"They've been extremely cooperative," Angelo said.
