The Youngstown Board of Education should hire a superintendent who has "experience as a superintendent in an urban setting with a diverse multicultural clientele including students, parents and the community," according to a report prepared by a consultant this fall after various focus-group meetings. Other criteria include a demonstrated ability to:
Set high standards and effectively lead improvement in the performance of all administrators, staff and students.
Build an effective administrative team.
Improve the quality of education even as financial resources decline.
Establish priorities focused on student needs even as reduced revenues require difficult budget decisions.
Develop and implement programs that keep the community informed and involved.
Effectively work with state legislators to help the district.
Understand and use data to make decisions that will improve the district.
Supervise the management of new construction.
Work effectively with unions.
Will be expected to:
Demonstrate fairness, honesty, integrity and openness.
Possess effective communication and interpersonal skills.
Master Ohio public school law and finance issues.
Provide strong leadership in curriculum improvement and budgeting.
Show courage when making decisions that could rock the boat.
Work with parents and seek consensus but withstand unreasonable demands.
Work with constituent groups to develop and implement a vision.
Work with the board and assist in their governance and management.
