LISBON -- Two bids for guardrail replacement on township and village roads are at the engineer's office. Commissioners opened the bids Wednesday from PDK Construction of Pomroy, $221,012; and from Lake Erie Construction Co., Norwalk, $213,595. Commissioners are studying the bids.
Truck driver injured
NEW CASTLE, Pa. -- A Beaver County man was hurt in a crash early today on Pa. Routes 168 and 18. Pennsylvania State Police said Larry D. Goughnour, 45, of Ninth Avenue, Beaver Falls, was traveling north on Pa. Route 18 at 3:40 a.m. when his 1997 Freightliner truck flipped onto its side as he tried to turn onto Pa. Route 168.
Goughnour was flown by medical helicopter to UPMC Pittsburgh. His condition was not available late this morning.
Insurance coverage
YOUNGSTOWN -- U.S. Rep. Tim Ryan introduced a bill in the U.S. House to ensure that families of reservists and National Guard personnel called to active duty maintain their health insurance coverage.
Ryan, of Niles, D-17th, said guardsmen and reservists can lose their employer-sponsored health insurance contributions when they are called up for active duty.
Under Ryan's proposal, the families of those servicemen and women would have the option to continue their private health insurance coverage during the period of active duty.
The same bill was introduced in March in the Senate by U.S. Sen. Edward Kennedy, a Massachusetts Democrat.
Loans to build houses
COLUMBUS -- The Ohio Housing Finance Agency has approved just over $3 million in loans to Youngstown Choice Homes VI for construction of 40 four-bedroom, single-family homes for low- and moderate-income families.Each home will include a fully-equipped kitchen, one and a half bathrooms, garage, basement and energy-efficient windows and furnaces. The developers of this $5.4 million project are NRP Holdings and Choice Inc., both of Youngstown.
YSU receives grant
YOUNGSTOWN -- Youngstown State University received a $234,624 grant from the U.S. Department of Education's Upward Bound program. The mission of the program, for high school and college students, is to build and strengthen skills by blending classroom learning with nontraditional educational opportunities such as cultural enrichment and outdoor experiences. Kent State and the University of Akron also received funds from the program. In all, 280 students will benefit from the funding for the three universities.
Student held in arsons
YOUNGSTOWN -- A 15-year-old Chaney High School student, already on probation under juvenile court, set two fires at the school Thursday -- first a locker, then a girl's hair, police said. The West Warren Avenue boy was arrested on charges of arson and aggravated arson Thursday and taken to the juvenile justice center. Aside from missing some hair, the girl was not seriously hurt.
DUI, drug charges
YOUNGSTOWN -- Michael I. Campy slipped in and out of consciousness at 1:40 a.m. today on Gibson Street when police asked what he was doing, reports show. Campy, 31, of Gary Avenue, Girard, was arrested on charges of DUI, driving under suspension and possession of drug paraphernalia (crack pipe).
Police said they found Campy slumped over the wheel, asleep and smelling of alcohol. Because of his condition, he was taken to St. Elizabeth Health Center, where police placed a hold on him.
Boy with knife in school
POLAND -- Township police have arrested a 16-year-old Poland Seminary High School student and charged the boy with misdemeanor carrying a concealed weapon after he was found to have a knife in school. Police reports say a substitute teacher confiscated the knife earlier this month after the boy tried to conceal it in a book. School officials initially handled the situation and didn't inform police until 11 days after the occurrence. Police have not said why the boy may have had the knife in school.
Closing for repairs
BRACEVILLE -- Center World South Road will be closed a quarter-mile south of state Route 5 on Tuesday through May 30 while CSX performs repairs to railroad tracks.
