Couple are arrestedover photos with toddler
WARREN -- Bond for a couple accused of pandering obscenity involving a minor was set Wednesday at $50,000 by municipal Judge Terry Ivanchak.
Police began investigating Dennis and Sandra Harvey this week after employees at the Parkman Road Kmart gave them three pictures from photos the couple dropped off to be developed.
The pictures showed a naked man a few feet from a fully clothed toddler, officials say.
The couple, of 174 Martin Luther King Blvd., were arrested Tuesday and their children turned over to Trumbull County Children Services.
Dennis Harvey's competency may become an issue in the case.
The 44-year-old man was involved in programs at Fairhaven, the county's school for the mentally retarded and developmentally disabled, officials say, but he was considered fit enough to hold a driver's license.

LIBERTY -- Traffic in both directions on state Route 193 (Belmont Avenue) is being interrupted periodically between 9 a.m. and 6 p.m. through Friday.
Police are directing traffic to keep delays to two minutes or less where crews are working to upgrade and coordinate traffic signals at eight intersections between Colonial Drive and state Route 304.
The $463,000 project should be done by fall.
Water supervisor willoversee sewage plant
NILES -- The city's water department supervisor is now also overseeing operations at the sewage treatment plant.
Council unanimously approved legislation Wednesday abolishing the position of sewage superintendent and assigning the duties to Randy Fabrizio.
Fabrizio did the work while former superintendent Barney D'Onadio worked to earn his Class IV operator license, a requirement for the job.
When D'Onadio retired in March, there were no applicants for the job.
Fabrizio, who has the license, will be paid an additional $5,138 monthly.
By combining the positions, the city will save $38,000 annually in wages and benefits, officials said.
