BUILDING PROJECT What's planned



The Youngstown Central Area Community Improvement Corp. will:
Build a four-story, 80,000-square-foot office complex at the northwest corner of Federal Plaza West and Hazel Street to be completed by Oct. 1, 2004, at a cost not to exceed $7.5 million.
Complex would contain 40,000 square feet of third and fourth floor Mahoning County Children Services Board office space, with its own exclusive entrance and exit, and 20,000 square feet of second floor office space for the Ohio Bureau of Workers' Compensation, whose only access will be by bridge from the George V. Voinovich Government Center.
Exclusive parking for 100 CSB cars, 65 of them in covered first floor space and 35 in surface parking.
CIC would charge a 5 percent development and service fee.
Mahoning County will:
Supply the funds and own the building.
Rent the land under the new building for $1 a year.
Lease back the second floor to CIC for sublease to BWC. The bureau's lease will mirror its current lease in the Voinovich Center, with all bureau payments going to the county.
Retain CIC to manage, operate and maintain the entire building.
Have an option to buy the land for $10 upon CIC's termination of the lease-back agreement.
