PROPOSED CHANGES Youngstown charter
Some of the many changes to the city charter suggested Thursday by several council members:
Drop term limits for city council and the mayor.
Make council members full-time workers.
Pay them a minimum of $40,000 a year.
Eliminate the aides to each council member, who make $26,219 a year.
Force regular charter reviews instead of leaving them optional.
Drop the minimum age for mayor to 25 from 30, and drop the minimum age for council from 25 to 21.
Let city council fill its own vacancies.
Adopt the state open-meetings law and allow executive sessions.
Review the mandate of paying the finance and law directors 80 percent of the mayor's salary.
Create a personnel department.
Force the mayor's administrative council to meet, or eliminate it from the charter.
