WARREN City plans to demolish building



The owner had appealed an earlier demolition order.

WARREN -- The city plans to demolish the Parkman Road Shopping Center next month and send the bill to the building's owner.
Christopher Taneyhill, the city's chief building official, posted a letter on the building Wednesday saying the city would begin the demolition process June 27. Taneyhill said he also sent the letter to the building's owner, Atty. Donald L. Guarnieri.
"We're going to collect the money for the demolition from him," Taneyhill said.
Guarnieri couldn't be reached to comment.
Taneyhill declared the building a safety hazard last December and ordered it to be demolished. That order was upheld by the Ohio Board of Building Appeals, but Guarnieri appealed that decision in Trumbull County Common Pleas Court, where no ruling has been made.
In his appeal in common pleas court, Guarnieri contended that the city ordinance requires that specific repairs and improvements must be contained in the city's demolition notice. But the order doesn't provide those specifics, the appeal contends.
Reasons for concern
"The door out there is standing open," Taneyhill said. "People are getting in there again. We can't wait until someone gets hurt in there."
The plaza has been vacant for about 10 years. City officials referred to a roof they say is falling in and a disconnected sprinkler system as examples of the building's unsafe condition.
Last month, the Imperial Motel, East Market Street, which was owned by Guarnieri, his brother and sister, was demolished by the owners. Taneyhill also declared that building a safety hazard, citing a disconnected fire-alarm system and entryways and staircases that weren't structurally sound.
That building also had been vacant and an eyesore downtown for years.
