LISBON Council handles staff issues
Officials will examine the village's future personnel needs.

LISBON -- Council hired Marvin Carroll of Signal, Ohio, as interim village administrator.
Carroll, a retired trooper of the Ohio State Highway Patrol, will assume duties as soon as possible, Mayor Jeff Snyder said at Monday's council meeting.
Carroll will be paid $18 per hour and will not receive any benefits, Snyder said. He said there were 10 to 12 applicants for the position.
In May, lawmakers notified former administrator Kevin Brooks that they would not be renewing his contract, and Brooks left the job in May. Snyder had been filling the post temporarily until a replacement could be found.
Evaluating personnel
In other matters, council agreed to examine the village's overall personnel needs and may eliminate one position.
Councilman Terry Carman also asked how the automation of the village's water plant operation was working out. Snyder reported that it was working fine, but Carman said it was his understanding that the reason for the automation was to eliminate the need for night-shift personnel at the plant.
Carman noted that an employee had been transferred from the water plant to the street department, a move that did not reduce the village's payroll costs.
Carman also questioned whether it might be more economically feasible to subcontract the village's water-meter reading rather than having a village employee do the job.
Hazel White, water department clerk, said the employee also handles work orders, repairs and shutoffs in addition to meter-reading.
Council took no action on Carman's suggestions but agreed to look into the matter.
