BAZETTA -- State auditors reviewing financial statements for 2001 and 2002 found that township officials routinely spend money without first getting certification from the township clerk that funds are available.
This could cause the township to spend money it does not have, according to an audit released Tuesday.
Auditors did not find any occasions of that, though.
Club Purr permit
MINERAL RIDGE -- The township zoning board of appeals gave a conditional use permit for operation to a "hotel for cats," a boarding kennel called Club Purr.
The permit, issued to Mark Rotuna at 1295 Ashland Ave., included a one-year stipulation that the property can be inspected by the zoning office, and can operate as long as there are no complaints from neighbors.
The club is in a residential area. The board also required that if any additions were made to the property, they had to be of a residential nature.
Sherry Craver, township zoning inspector, said no residents spoke against the permit, adding that the owner said the cats are not to be caged in a single crate but will be kept in rooms so that they can move around.
McKinley library meeting
NILES -- The McKinley Memorial Library board of trustees will meet in special session at 3 p.m. Tuesday at the McKinley Birthplace Home and Research Center, 40 S. Main St. The board will discuss construction at the center.
Mosquito sprayingnext week in Niles
NILES -- The city will spray for mosquito control after 6 p.m. July 23. The rain date is July 24.
Anyone with respiratory problems should stay inside with windows closed. Food should not be outside during spraying, and all pets should be taken indoors.
Scuba classes
NILES -- The Trumbull County YMCA will conduct scuba classes at Waddell Pool. The classes, for those age 10 and older, meets from 9-11:30 a.m. Mondays July 28 through Aug. 11.

Southington officialsoptimistic about finances
SOUTHINGTON -- School district officials say they are cautiously optimistic about school finances for the upcoming school year.
On Tuesday, the Southington school board discussed finances with concerned citizens.
Board member Albert Haberstroh said the district should be in good financial shape next year, barring any surprises. The district finished the last school year slightly under budget, officials noted.
However, board members are still contemplating putting a levy on the ballot in the near future.
"We don't know if it's the right time for a levy, because people are hurting just like we are," said Haberstroh.
Car strikes bicyclist
NILES -- A Dakota Avenue man suffered only minor injuries when the bike he was riding was struck by a car.
Michael M. Sparks, 18, was treated at St. Elizabeth Health Center early Tuesday.
Reports say he was riding his bike on Third Street around 1 a.m. when he tried to turn left and rode into the path of an oncoming car driven by Brian J. Dragos, 24, of Valencia Drive.
Neither man was cited.
McDonald committee
McDONALD -- An ad hoc committee of village council will meet at 7:30 p.m. Thursday in council chambers to discuss the workload in the water and tax offices.
Adopt-A-Pet Event
YOUNGSTOWN -- Giant Eagle's first Adopt-A-Pet Event will take place from 10 a.m. to noon Saturday in the parking lot of Cornersburg Giant Eagle, 3265 Canfield Road.
The event, in association with Dad's Pet Care, will provide customers an opportunity to adopt dogs or cats in need of a good home and ask questions related to pet care.
