VINDICATOR TRUMBULL STAFF
LIBERTY -- Township trustees have increased the salary of administrator Patrick J. Ungaro, and he'll now receive the same compensation as the highest-paid department head.
A dissenting vote to increase Ungaro's pay from $59,000 to $61,256 was cast Monday by Trustee Patrick F. Durina.
Durina argued that Ungaro's new wage should be accompanied by a job description and contract.
Durina said job descriptions are fair to employees because they outline what's expected of them.
Ungaro said he has a signed contract with the township but can't find it, and he's willing to sign another agreement with trustees.
He said all contracts should be held in the administrative office records by the administrator assistant because of the turnover in administrators.
Ungaro is the third administrator in three years.
In pressing for the increase, Ungaro said that when hired a year ago, he was promised an increase making his salary equal to that of Police Chief Anthony Slifka.
Attorneys hired
In another matter, trustees hired Atty. Kim Stefanski to deal with workers' compensation issues and Atty. Alan Kretzer to deal with labor issues.
Both will be paid $90 an hour on an as-needed basis.
Trustees also hired the law firm of Manchester, Bennett, Powers and Ullman at $90 an hour and not to exceed $1,000. Ungaro explained that he anticipates lawsuits in the township's efforts be get waterline extensions constructed in the community.
The township has been attempting to get Trumbull County commissioners' approval for Consumers Ohio Water Co. to construct lines and provide water, rather than having the county provide it.
In his report, Slifka said he will be introducing a loud-noise ordinance sometime in September. Slifka explained that his department has been receiving complaints of excessive noise from residences and bars.
Trustees are in recess during August and won't meet again until Sept. 8.
Resurfacing
In other business, trustees awarded a $177,492 contract to Shelly & amp; Sands Inc. for this year's street resurfacing project.
The streets that will be resurfaced are: Millicent, Truman, Smithsonian, Townsend and Detroit Avenues; Glade, Park, Blount, Grove and Summit streets; Motor Inn and Timbercrest drives; and sections of Powers and Overbrook avenues and the south spur of Tanglewood Drive.
Tim Monroe, road department superintendent, said he may have to delete one section of Overbrook, from Michigan Boulevard to the dead end, because of a potential developer in the area.
The township will also resurface the administration building driveways and parking lot and the police parking area.
